The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) was established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966 "to provide to the participating countries high quality graduate study in agriculture; promote, undertake, and coordinate research programs related to the needs and problems of the Southeast Asian region; and disseminate the findings of agricultural research and experimentation." For its Tenth Five-Year Plan, SEARCA focuses on the overarching theme of Inclusive and Sustainable Agricultural and Rural Development (ISARD).

Location: SEARCA is located in the University of the Philippines Los Baños campus, Laguna, Philippines, about 65 km north of Manila, capital of the Philippines.
Core Programs: SEARCA's Tenth Five-Year Plan (FY 2014/2015 – 2018/2019) focuses on the overarching theme of Inclusive and Sustainable Agricultural and Rural Development (ISARD).

This theme is embedded in most of the major project initiatives of SEARCA in graduate education and institutional development, research and development, and knowledge management.


Graduate Education and Institutional Development Program
SEARCA's GEID program provides graduate scholarships and professorial chair grants. It promotes opportunities to enhance higher education in agriculture through actively seeking partners and donors for specialized areas of study along its priority thrusts; and helps young and strategic higher education institutions with core competencies in agriculture and development disciplines through its institutional development assistance initiative.

Research and Development Program
SEARCA's R&D Program aims to generate knowledge, lessons, and insights that will influence policies, investments and other actions towards ISARD. It takes a leadership role in promoting ISARD by undertaking and coordinating research projects, policy roundtables, conferences, and other fora. Furthermore, the R&D Program spearheads the implementation of research and travel grants, fellows programs, and a regional achievement award in agricultural development.

Knowledge Management Program
SEARCA's KM program promotes a learning culture, knowledge creation, and knowledge sharing and use among key actors in agricultural and rural development (ARD) in Southeast Asia. It provides opportunities for professionals and policymakers to update themselves and discuss contemporary issues and science-based perspectives on ISARD, strengthen their leadership competencies, and hone their research capabilities; and provides access to science-based information and knowledge on ISARD in SEAMEO member countries.

Organization:

SEARCA is headed by a Director. A Governing Board composed of representatives from the 11 SEAMEO member countries serves as the policymaking body, while Senior Fellows provide gratis advice and guidance in the conceptualization of programs as well as technical inputs in project development and implementation.
