Analysis of the Formulated Objectives of Selected Non-formal Education (NFE) Training Program in Eastern Indonesia: Its Implication to Appropriate Evaluation Model
Abstract:
Formulating objectives properly is critical to evaluation because it facilitates indicator for measurement. Evaluation will be possible if the standard is clearly stated and provided in the objectives and thus, the effort to improve the program will be easier. How the formulated objectives can be used for evaluation and what indicators available in the objectives and evaluation model applicable to the corrected objectives are questions the analyst seeks for answer. This study aimed to (1) analyze the formulated objectives of selected NFE training program in Eastern Indonesia, (2) analyze its implication to appropriate evaluation model, (3) recommend a new set of objectives that are measurable, and (4) propose the most applicable evaluation model to the corrected objectives.
The analysis included a literature review and used the tool provided in some references, such as taxonomies of educational objectives covering cognitive, affective and psychomotor learning domains in classifying the objectives. The results showed that the formulated objectives of selected objectives of NFE training program in Eastern Indonesia were too general, not measurable and not attainable. There was no indicator available for measuring the trainee performance; thus it was not adequate for evaluation.
The analysis restated the formulated objectives by applying Gronlund ways of stating objectives with the use of specific outcome or action verb as Gronlund devised. On the basis of corrected objective, a goal-attainment model applied for evaluation such as model developed by Tyler, Hammond and Provus is proposed.
