(Philippines), Doctor of Philosophy in Agricultural Education (University of the Philippines Los Baños)

Dissertation Abstract:

The study mainly aimed to determine the extent of implementation of the practical arts program in Cagayan Valley, Philippines. It was conducted in 30 school in Region II, with 688 respondents which are composed of 598 senior high school students, 60 practical arts teachers, and 30 administrator. Data were collected using structured questionnaires and personal interviews.

All the respondents evaluated the practical arts program as a whole to be "satisfactory." The overall attainment of objectives was "satisfactory." The objectives were "best" attained by the national trade-techincal high schools and "least" by the private sectarian and barangay (village) high schools. The combined assessment of five selected factors was "satisfactory." The barangay and municipal high schools were rated "poor" in all the five factors: the private sectarian and provincial high schools were rated "poor" in physical facilities and guidance services; and the private non-sectarian high schools were also assessed as "poor" in physical facilities.

Findings of the study showed that some schools in the study population spent more per student, yet they provided inferior educational resources and services. There was a very strong evidence, therefore, hat the practical arts programs implemented by school categories were not equivalent in content and quality. Moreover, the results implied that if adequate funds were appropriated to the different high schools, better implementation of the practical arts program could be attained.
