Institution Building of a Rural Organization: The Case of the Village Contraceptive Distribution Center (VCDC) at Jabung, l'lalang, East Java, Indonesia

Field Study Abstract:

 

The family planning program is one of the biggest national programs in Indonesia. In 1975, the Village Contraceptive Distribution Center (VCDC) was established by members of the rural communities to assist the country's family planning program. This study aimed to know how management was incorporated and operationalized in a community-based organization such as the VCDC. Moreover, it aimed to determine if the program succeeded in reducing population growth rate in the study site and if it was able to enhance the socioeconomic development of the rural people.

The study was conducted in a subdistrict in Malang, East Java, Indonesia. Data were gathered using interviews and reviews of pertinent documents. Self-administered questionnaires were also distributed to VCDC officers and members. Participant-observation was also employed.

The study showed how the VCDC operationalized the principles of guided democratic participation at the organizational level. Specifically, the principle was concretized through a participatory management using the community organizing methodology.lt is evident, therefore, that semi-participatory management and participatory development were closely interrelated under VCDC's context. The observation also brought out a major issue as to whether rural development agencies and institutions adapt a similar orientation as that of VCOC in order to institutionalize a community-based organization.
