Factors Assosiated with Manpower Mobility among Selected Agriculcural Schools and Colleges in the Phippines.

Abstract:

 

The study sought to determine the factors influencing manpower mobility, its rate and direction, and its relationship to selected indices. Subjects of the study were 120 respondent-teacher in 12 agricultural schools and colleges throughout the country grouped into 60 non-leavers and 60 leavers. Data were gathered through interview, and were treated and analyzed with the use of frequency counts, averages, percentages, chi-squaretest and t-test.
 
Findings indicated that the majority of the leavers were males, relatively younger and had less dependents tat the non-leavers.
Environmental factors which influenced teachers mobility were distance of the school to commercial estabishments; lack of medical, health, relational and safety facilities;inadequate staff housing and accomodation; inadequacy of funds and uestionable integrity of schools officials.
 
Economic factors which influenced the leavers to quit teaching were inadequate salary, slow promotion rate in rank and salary and unavailability of other sources income.
 
Professional reasons for teachers mobility were mainly nonrecognition of good performance, and lack of encourgement and incentives for creativity and innovativeness.
 
The most important social factors of withdrawal were nonobservance of the merit promotion plan, distance or inaccessibility to the family, non participation and noninvolvement of the school in the solution of local problems, and indifference towards social functions and responsibilities within the school system.
 
The direction of manpower mobility tended to be forward other government agencies within the same region and from the rural areas to the urban centers.
 
The  mobility rate in the 12 agricultural schools and golleges from 1970 to 1976 was 6% or an average of 13 teachers per school.
